James Peyser
Secretary of Education @Commonwealth of Massachusetts
As Massachusetts Secretary of Education, James Peyser directs the Executive Office of Education, which oversees early education, K-12, and higher education. Secretary Peyser sits on each of the boards governing the Commonwealth’s education agencies, as well as the University of Massachusetts system. He is Governor Charlie Baker’s top advisor on education and helps shape the Commonwealth’s education reform agenda. Before serving as Secretary, he was the managing director at NewSchools Venture Fund. He supported innovative education entrepreneurs in urban communities to transform public education. Secretary Peyser was Massachusetts Board of Education's chairman from 1999 to 2006. He also served as education advisor to Governors Bill Weld, Jane Swift and Mitt Romney. He developed state policies of standards and assessments, school accountability, and charter schools.
Tracy Palandjian
Co-Founder and Chief Executive Officer @Social Finance
Tracy Palandjian is co-founder and CEO of Social Finance, an impact investing nonprofit that develops new models to finance social change. The firm pioneered the Social Impact Bond, a cross-sector approach to addressing social challenges in criminal justice, education, and health. Social Finance became a fund manager in 2019 to launch its Career Impact Bond, which increases access to career-based education and training to improve economic mobility. These outcomes-based strategies mobilize capital to deliver measurable and lasting impact in communities across the country. Tracy was a Managing Director at The Parthenon Group and worked at Wellington Management and McKinsey. Tracy is vice chair of the U.S. Impact Investing Alliance, a trustee of the Surdna Foundation and the Boston Foundation, and a Director of Affiliated Managers Group. She is a former vice chair of the Harvard Board of Overseers and a recipient of the HBS Alumni Achievement Award. Tracy is a native of Hong Kong.
Mark Elliott
President @Economic Mobility
Mark Elliott, President, brings more than 25 years of experience in senior positions in the public, philanthropic and nonprofit sectors. He founded Mobility in 2007 and led the development of the organization’s program with the Army’s Wounded Warriors, impact evaluations of Year Up, Project QUEST, and JVS Boston, and program guidance for the ACE Initiative, a nine-site demonstration of Washington’s I-BEST program. He served as Deputy Budget Director of the City of New York under Mayors Koch and Dinkins; was a program officer at the Ford Foundation responsible for economic development and housing portfolios; and was executive vice president of Public/Private Ventures where he launched P/PV’s efforts in the workforce development field and managed its communications department. As part of that work, Mr. Elliott led the development and evaluation of several national demonstrations including Bridges to Work, Fathers at Work and the Sectoral Employment Impact Study.
